Our Story

For decades, Bruce Camp has devoted his life to helping churches discover and pursue their God given role in global mission. What began with one local congregation grew into a vision for a movement—first among churches in Southern California, then across a national denomination, and eventually around the world. In 2001, Bruce founded DualReach with a simple but compelling vision: to empower every church, wherever God has placed them, to participate meaningfully in the expansion of His kingdom.
DualReach exists to strengthen churches so they can serve more effectively and strategically. Through consulting, training, and practical resources, DualReach equips congregations to clarify their mission focus, mobilize their people, and engage the nations with wisdom and impact.
This ministry has touched communities in the USA, Pakistan, Thailand, Bangladesh, Nepal, Mexico, and Cuba—always with the same heartbeat: help the local church thrive in its mission calling.
Because DualReach believes deeply in multiplication, it invests not only in churches but also in organizations that influence churches. By training leaders, developing tools, and sharing proven strategies, DualReach helps entire networks of congregations grow in their ability to reach the world.
One of DualReach’s most exciting recent initiatives has been facilitating partnerships between U.S. churches and house church leaders in Cuba. Through short term faith ventures, believers from both nations learn from one another, encourage one another, and minister side by side in their communities. These encounters strengthen churches on both sides of the partnership and expand the reach of the gospel in powerful ways.
DualReach continues this work because churches everywhere need encouragement, guidance, and practical tools to fulfill the Great Commission.

About Bruce Camp
Bruce Camp is the Founder and CEO of DualReach, a ministry dedicated to helping churches around the world engage more effectively in global evangelization. For over forty years, Bruce has equipped pastors, missions teams, and agency leaders to think strategically, act intentionally, and participate meaningfully in God’s mission.
Before launching DualReach in 2001, Bruce served as a missions pastor under Chuck Swindoll at the First Evangelical Free Church of Fullerton and later as a national church missions consultant with the Evangelical Free Church Mission. His ministry has taken him across the U.S. and into countries such as Pakistan and Cuba, where he continues to strengthen and mobilize local congregations.
Bruce holds a Doctor of Missiology from Biola University and is ordained by the Evangelical Free Church of America. A seasoned trainer, writer, and speaker, he has created widely used missions tools, curricula, and publications that have shaped church missions engagement for decades.

About Tom Evers
Tom Evers serves as the Mobilization Director for DualReach. Since 2022, he has served alongside Bruce Camp and local church partners in Cuba through evangelism, leadership training, discipleship, and church partnership ministry. In May 2026, Tom officially joined DualReach full-time to help mobilize churches and individuals toward greater engagement in global Gospel ministry.
Before joining DualReach full-time, Tom served for twenty years in the United States Marine Corps, retiring as a Major, before continuing in defense consulting and federal program leadership. Alongside his military and professional career, he also spent more than a decade serving in volunteer ministry through student discipleship, teaching, and local church leadership. He holds a Master of Arts in Theological Studies from Liberty University and serves as a Deacon at Calvary Hills Baptist Church in San Antonio, Texas.
Tom is passionate about helping strengthen the Church through Gospel-centered partnership and helping connect local churches with believers serving around the world.
Doctrine
Statement of Faith
We believe the Bible to be the inspired, the only infallible, authoritative Word of God.
We believe that there is one God, eternally existent in three persons: Father, Son and Holy Spirit.
We believe in the deity of our Lord Jesus Christ, in His virgin birth, in His sinless life, in His miracles, in His vicarious and atoning death through His shed blood, in His bodily resurrection, in His ascension to the right hand of the Father, and in His personal return in power and glory.
We believe that for the salvation of lost and sinful people, regeneration by the Holy Spirit is absolutely essential.
We believe in the present ministry of the Holy Spirit by whose indwelling the Christian is enabled to live a godly life.
We believe in the resurrection of both the saved and the lost; they that are saved unto the resurrection of life and they that are lost unto the resurrection of damnation.
We believe in the spiritual unity of believers in our Lord Jesus Christ.
As adopted by the National Association of Evangelicals.
The phrase that guides our actions in regard to doctrine is:

Paul Borthwick
Paul Borthwick is an international mobilizer and equipper. He retired in 2024 after 26 years as Senior Consultant with Development Associates International, a ministry committed to developing the character and leadership capacity of Christian leaders in the under‑resourced world; he now serves on the DAI USA Board. He taught Global Christianity at Gordon College for more than 30 years and is the author of award‑winning books on world mission. Paul’s particular passion is helping local churches—and especially young adults—discover their God‑given role in world evangelization.

Russ Cline
Russ Cline is the Managing Partner of The Barnabas Group – Orange County, a network of marketplace leaders who collaborate to maximize ministry potential by bringing business solutions to nonprofit challenges. He also leads Leader Mundial, a global movement focused on developing and strengthening Christian leaders around the world.
Joe Handly
Joe Handly serves as President of A3, a mission organization that forms intentional learning communities to develop and sustain Christ centered leaders globally. He also serves as a Leadership Development Catalyst for the Lausanne Movement and is a founding member of the emerging Galilean Movement.
